In the fall of 2018, Belleair’s Commission undertook a project to develop and implement our town’s first strategic plan. The resulting plan defines Belleair’s top priorities and objectives and identifies short and long-term strategies to move Belleair into a future we will create together. Many forums, focus groups, surveys, and interviews with our residents informed this year-long project. These discussions then enriched our understanding of our residents’ priorities, and we are proud of the new plan that reflects them.

The Town of Belleair operates under the council-manager form of government with five elected officials (four commissioners and a mayor) serving as the legislative body for Belleair. Additionally, the Commission appoints a Town Manager to direct the day-to-day needs of the Town, including planning, operations, and staff oversight. Our Town Manager, JP Murphy, oversees all eight departments in the Town and acts as Belleair’s chief executive officer.
In addition to the Commission, the Town also depends upon six resident advisory boards for recommendations on specific areas of study. Board meetings are held in Town Hall on weeknights per schedules set by each board.

While Belleair is a small town, we are mighty in the services that we provide to our residents and in the way that we are constantly seeking new ways to innovate. Every two years, our staff publishes a Resident Information Guide to help all of our residents understand and interact with their government.
Several resident-lead community organizations host meetings, events, fundraisers, and programs to connect and grow our community.
Belleair’s Capital Improvement Plan (CIP) exists to fund any necessary repairs, construction projects, and enhancements to infrastructure components. As improving Belleair’s infrastructure is a major focus of Belleair’s strategic plan, the Town is looking ahead to many projects in the next 10 years.
The Town of Belleair uses DemandStar for the notification and distribution of our bid solicitation documents. We ask that all vendors register with DemandStar, so that your company is notified of our solicitations.
Town staff and the Commission work year-round to create and maintain balanced and transparent financial documents.
The Commission meets on the first and third Tuesday of each month at 6:00 pm in the Town Hall Auditorium (or as needed) and advisory boards meet per separate schedules on weeknights. Agendas, specific schedules, and virtual meeting options can all be found online before each meeting. Residents are invited to attend all public meetings and are welcome to speak about issues during the “Citizens’ Comments” section.
