We are slightly ahead of schedule as the Project moves forward. The first lift of asphalt has been placed within the project limits with the majority of curbing and sidewalk ramps installed. The top lift of asphalt is scheduled for mid May 2022.

As of the beginning of February, all storm drains, pipes, and underdrains have been installed for this project. The existing road base has also been removed throughout and new crushed concrete sub-base and road base have been installed. Installation of new curbs will begin this week along with sidewalk replacement, as needed. After the curbs are completed, the first layer of asphalt can be installed.

Project work remains centered around storm pipe installation on Palmview Avenue as well as Osceola Road. The contractor has also been working to remove pockets of unsuitable material while installing storm pipes. These efforts will continue to be the focus of the project through mid-January.

The intersection of Osceola Road and Palmview Avenue will be closed for roughly two weeks as the contractor installs storm pipes in that area. Once completed there, work will progress down Osceola Road.

Work on this project remains focused on water main replacement and connections. The new mains have been installed and are being pressurized and chlorinized now, with bacteriological testing to follow later this week. Once these treatment steps have been completed, the contractor will begin tying house service lines to the main over the next 7 to 10 days. Large storm structures are also in place in the rights-of-way throughout the project zone, as stormwater infrastructure will be installed over the next few months.

Work on the Pinellas/Ponce Roadway Project Phases 3&4 is currently focused on replacing old, ductile iron water mains with new PVC and polypropylene mains throughout the project. Crews are installing the mains now on Poinsettia Road near Indian Rocks Road and will continue replacement along Poinsettia Road, Pinellas Road, and Palmview Avenue. While local traffic is permitted throughout the work zone now, there will be a temporary road closure at Osceola Road and Palmview Avenue September 7 - 9 when the water main is tied into that area (detour map below).

The contractor is on-site at this project, which was delayed by a few weeks due to Hurricane Elsa and other heavy rainfall. Crews are currently capping existing irrigation in the right-of-way between sidewalks and back of curbs in preparation for tree and street light removal.

We are pleased to announce that staging for the Pinellas/Ponce Roadway Project Phases 3 & 4 will begin the week of Tuesday, July 6! At that time, residents can expect our construction contractor, Kamminga & Roodvoets, to begin placing equipment in the area and to start completing "locates" of underground utility in the area.

As we anticipate the start of Phases 3 and 4 of the Pinellas/Ponce Roadway Project, Town staff hosted a Resident Kickoff Meeting on Wednesday, May 19 at 5:30 pm in Pinellas Park (the triangle park at the intersection of Pinellas Road and Osceola Road). To inform residents of the project's scope and of this meeting, a letter was mailed to residents in the project zone on Thursday, May 6. Project Overview
The final phases (3 and 4) of the Pinellas/Ponce Project runs on Pinellas Road from Park Boulevard north to Osceola Road and around Pinellas Park, includes Osceola between Indian Rocks Road and Palmview Avenue, and also Palmview Avenue from Pinellas to Ponce. This project is expected to start in the summer of 2021 and wrap up in the summer of 2022. Information on the Pinellas/Ponce Roadway Project Phases 3 & 4, including progress reports, images, or other updates will be posted here in a blog format throughout the project.

The Pinellas/Ponce Roadway Project Phases 3 & 4 consists of a full-scale reconstruction of drainage and roadway systems within project limits. Between now and the completion of construction, the following tasks will be completed.
- Existing curbs, asphalt, road base, and road sub-base will be removed and all new materials will be installed
- New water mains and service connections will be installed and the old system will be removed
- Underdrain will be installed to collect groundwater
- The existing storm collection system will be removed and a new system will be installed
- New fire hydrants will be installed
- Existing street lights will be removed during construction and then reinstalled with new conduit and wiring

- Are the trees in the project area going to be removed? Many trees in the project area will be removed prior to construction. Trees located in the area between sidewalks and curbs will be removed and there currently NO replacement plans.
- What should I do if my irrigation system is damaged from the project? Staff is advising one-on-one irrigation inspections prior to the start of construction to ensure proper operation and location of irrigation heads. If any damage should occur within project limits as a result of construction, please report the damage as soon as possible to either the contractor or email Town staff at pinellas-ponce@townofbelleair.net.
- Are the sidewalks going to be replaced? Sidewalks will be replaced on an as-needed basis during the project. Any current sidewalk sections that are damaged will be repaired or replaced.
- How will solid waste and recycling pickup continue within construction zones? The contractor is responsible for taking containers from your curb over to an area nearby for solid waste and recycling pickup and for returning the containers to your driveway following disposal. Your regular collection schedule will apply throughout the project.
