Who Is Leading These Sessions?
The John Scott Dailey Florida Institutes of Government at University of South Florida (USF) and University of Central Florida (UCF) are partnering with the Town of Belleair to lead this process. The Institutes of Government work directly with faculty, staff, and practitioners university-wide to bring their expertise to our clients. As part of a regional structure for enhanced relationships, the FIOG serves government and non-profit entities.
With over 25 years of experience in the local community, the statewide Florida Institute of Governments have a vast history of helping government and non-profit entities through visioning and strategic planning processes, offering and coordinating trainings, technical assistance, and applied research projects for the local community.
Rafael Montalvo, Facilitator
Rafael Montalvo is a former Associate Director of FCRC Consensus Center, and is currently an independent practitioner with the University of Central Florida Institute of Government. He is nationally and internationally recognized for his facilitation and facilitation training across a range of issue areas and in a variety of cultural settings. He has facilitated and mediated numerous large and small scale processes to build consensus around controversial public policy issues, as well as provided training for hundreds of individuals who participate in public policy discussions and consensus-building.
Mari Yentzer Rains, Facilitator
Mari Yentzer Rains is the Interim Director of the Florida Institute of Government (FIOG) at University of Central Florida, serving government agencies across 11 counties in Central Florida. Mari’s 20+ years’ experience centers around helping leaders and organizations improve performance in her roles as a consultant, facilitator, trainer, leadership coach, and conference speaker.
Mari has consulted with government agencies for 10+ years via the UCF Florida Institute of Government, including: Florida League of Cities, Florida City & County Management Association, City of Orlando, City of Ocala, City of Holly Hill, City of Oviedo, Orange County, Seminole County, Volusia County, City of Sanford Fire Department, Florida Association of Code Enforcement, Florida Association of Business Tax Officials, Florida Association of City Clerks, Florida Association of Records Management, Florida Center for Nursing, American Association of Service Coordinators, Florida Department of Children & Families, 7th Judicial Circuit Courts, Orange County Library System, and many others.
Mari also serves as the Interim Executive Director for the Volusia League of Cities, as well as the Tri-County League of Cities (Orange, Osceola and Seminole Counties).
Mari earned a Masters Degree in Management & Human Resources from the University of Central Florida, while she also led the UCF Learning & Organization Development team. This team provided leadership & learning programs, leadership coaching, employee surveys, organization development consulting, strategic planning retreats, and employee engagement & recognition initiatives for UCF's 10,000 staff and faculty. Mari also taught for UCF’s College of Business (Management Department) for seven years.
