About the CRS
The Town of Belleair is actively pursing participation in the Community Rating System (CRS) - an incentive program that encourages community floodplain management activities that exceed the minimum National Flood Insurance Program’s (NFIP) requirements.
Flood insurance premium rates are discounted to reflect the reduced flood risk resulting from the community actions meeting the three goals of the CRS:
- To reduce flood losses
- To facilitate accurate insurance rating
- To promote the awareness of flood insurance
If you live in a special flood zone hazard area, you may contact the Building Department at (727) 588-3769 x 215 for your elevation certificate.
FEMA Flood Map Search
The FEMA Flood Map Service Center (MSC) is the official public source for flood hazard information produced in support of the National Flood Insurance Program (NFIP). Use the MSC to find your official flood map, access a range of other flood hazard products, and take advantage of tools for better understanding flood risk.

Pinellas County Local Mitigation Strategy
The purpose of the Local Mitigation Strategy is to establish an ongoing process that will make hazard mitigation part of the daily functioning of the entire community, including both public and private sectors and our residents themselves.
The Local Mitigation Strategy is a plan that serves as a bridge between local governments’ comprehensive growth management plans, the county comprehensive emergency management plan, land development regulations, and relevant ordinances and codes such as those for floodplain management. This strategy integrates mitigation initiatives established through various policies, programs, and regulations into a single stand-alone working document.
In addition to preparing residents for the potential impacts of various types of hazards, the Local Mitigation Strategy plays an important role in the Town’s Community Rating System (CRS).
